GAS SAFETY (GAS QUALITY) REGULATIONS - CHAPTER 51A GAS SAFETY (GAS QUALITY) REGULATIONS - LONG TITLE Empowering section VerDate:30/06/1997 (Cap 51, section 8) [1 April 1991] (L.N. 317 of 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 1 Citation VerDate:30/06/1997 These regulations may be cited as the Gas Safety (Gas Quality) Regulations. (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 2 Interpretation VerDate:30/06/1997 In these regulations, unless the context otherwise requires- "relative density" (相對密度), in relation to any gas, means the ratio of the mass of a volume of the gas when containing no water vapour to the mass (expressed in the same units) of the same volume of air containing no water vapour under the same conditions of temperature and pressure; "sulphur" (硫磺) includes sulphur compound; "Wobbe number" (華白指數) means the number derived by dividing the calorific value of any gas by the square root of the relative density of the gas. (Enacted 1990) "relative density" (相對密度) "sulphur" (硫磺) "Wobbe number" (華白指數) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 3 Standard of pressure VerDate:30/06/1997 No person shall supply any gas through- (a) a service pipe; or (b) a gas main, at a pressure which is less than the pressure specified in column 2 of the table to this regulation in relation to the range of Wobbe numbers specified opposite thereto in column 1 of that table applicable to the gas supplied. TABLE PRESSURE OF GAS SUPPLIED THROUGH SERVICE PIPES AND GAS MAINS Column 1 Column 2 Range of Wobbe numbers in Megajoule per cubic metre Pressure measured in kPa in excess of atmospheric pressure Not more than 31 More than 31 but not more than 40 More than 40 but not more than 72 More than 72 0.5 1 1.25 2 (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 4 Standard of purity VerDate:30/06/1997 No person shall supply any gas specified in column 1 of the table to this regulation which contains more than the proportion of sulphur specified opposite thereto in column 2 of that table. TABLE PURITY OF GAS SUPPLIED Column 1 Column 2 Type of gas Maximum proportion of sulphur Town gas Natural gas Liquefied petroleum gas 5 mg of hydrogen sulphide per standard cubic metre 5 mg of hydrogen sulphide per standard cubic metre 0.02% by mass total sulphur (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 5 Distinctive smell VerDate:30/06/1997 (1) Subject to subregulation (2), no person shall supply any gas which does not possess a distinctive smell. (2) Subregulation (1) shall not apply to the supply of gas for use in- (a) cigarette lighters; or (b) aerosol cans. (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 6 Offences VerDate:30/06/1997 Any person who contravenes regulation 3, 4 or 5(1) commits an offence and is liable on conviction to a fine of $10000 and, in the case of a continuing offence, to a daily penalty of $1000. (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 7 Defence VerDate:30/06/1997 It shall be a defence to a charge under regulation 6 alleging the contravention of a provision referred to in that regulation that the person charged- (a) shows that such contravention was due to circumstances beyond his control; and (b) took all reasonably practicable steps to prevent such contravention. (Enacted 1990) GAS SAFETY (GAS QUALITY) REGULATIONS - REGULATION 8 Exemptions VerDate:30/06/1997 The Authority may exempt in writing any person from any of the provisions of regulation 3, 4 or 5(1)- (a) where the Authority is of the opinion that the safety of members of the public will not be prejudiced by such exemption; and (b) subject to such reasonable conditions as the Authority thinks fit specified in such exemption. (Enacted 1990)
