is specified as the authority or person who may issue a permit to any 
person allowing that person to enter or leave the closed area shown 
opposite such authority or person in the third column of that Schedule.

	Latitude 22o 18'02" North, Longitude 114o 03'24" East
	Latitude 22o 18'46" North, Longitude 114o 03'24" East
	
2.	The area within 100 metres in every direction of harbour mooring buoy 
A20 at the Western Quarantine Anchorage, including the buoy.
