POST OFFICE REGULATIONS - REGULATION 8
No postal packet shall contain any inclosure which is directed to a name and
address different from the name and address borne on the cover and which is
inclosed with the intention of evading postage. Any such inclosure may be
taken out and may be forwarded to the addressee charged with separate postage.
