POST OFFICE REGULATIONS - REGULATION 28
The issue of postage stamps for use under the Ordinance and the withdrawal of
postage stamps from such use shall be under the control and management of the
Postmaster General, and postage stamps so issued shall be of such kinds and in
such denominations as the Postmaster General may determine.
