the Loans Ordinance on 6 November 1991. RESOLVED that the Government be
authorized to borrow a sum or sums not exceeding in total $5000000000 for the
purposes of the Capital Works Reserve Fund or the Capital Investment Fund
established by resolutions passed under section 29 of the
