FACTORIES AND INDUSTRIAL UNDERTAKINGS (ASBESTOS) SPECIAL - REGULATION 17

No loose asbestos or asbestos waste shall be-

   (a)  received at or despatched from any place except in a receptacle which
        is closed in a manner which prevents the escape of asbestos dust
        therefrom;

   (b)  distributed within a place except in a receptacle of the type referred
        to in paragraph (a) or in a system of conveyance which is enclosed in
        a manner which prevents the escape of asbestos dust therefrom.
