EMPLOYMENT AGENCY REGULATIONS - REGULATION 6
Prohibited use of licences
(1) No person other than the licensee shall use or make use of, directly or
indirectly, a licence.
(2) A licensee shall not lend, transfer or assign his licence to another
person.
