Commission may refuse to accept request

(1) The Commission may refuse to accept a request made under section 3(2) or
4(2) if—

   (a)  the request does not comply with any of the requirements set out in
        section 3(4) or 4(5); or

   (b)  the requestor concerned fails to comply with any requirements made by
        the Commission under subsection (2).

(2) The Commission may, by notice in writing given to the requestor concerned,
require the requestor to provide, within a reasonable time specified in the
notice, such additional information or document as is reasonably necessary to
enable the Commission to consider the request concerned.
