ELECTORAL PROCEDURE (VILLAGE REPRESENTATIVE ELECTION) REGULATION - SECT 51

Marking "UNUSED" on ballot paper

If a ballot paper has been issued and has not been put into a ballot box
otherwise than under the circumstances referred to in section 46(1) or

(5), the Presiding Officer shall endorse the words "UNUSED" and "未用" on
the front of the ballot paper and keep it in his custody.
