How entries are to be arranged in register

In a register, the order in which names of persons are to be arranged in a
division is as follows-

   (a)  the names in Chinese, arranged according to the number of strokes of
        the first Chinese character of the respective surnames, as written in
        traditional Chinese characters, are to be recorded first; and

   (b)  the names in English, arranged according to the alphabetical order of
        the respective surnames, must follow the entries at paragraph
