ELECTORAL AFFAIRS COMMISSION (ELECTORAL PROCEDURE) (ELECTION COMMITTEE) REGULATION - SECT 48

Presiding Officer to seal ballot box before commencement of poll

(1) Immediately before the commencement of the poll, the Presiding  Officer
must show each ballot box, empty, to the persons, if any, as are then present
within the polling station. Then the Presiding Officer must lock the ballot
box, seal it with a seal provided for that purpose or any other device
specified by the Chief Electoral Officer, so that it cannot be opened without
breaking the seal or the device.

(2) The Presiding Officer must place the ballot box for the receipt of ballot
papers in that Officer's view or in the view of any other polling officers,
and must keep it locked and sealed.
