ELECTORAL AFFAIRS COMMISSION (ELECTORAL PROCEDURE) (DISTRICT COUNCILS) REGULATION - SECT 53
Ballot paper to be given to a person only if Presiding Officer is satisfied of the person's identity
(1) The Presiding Officer must not give a ballot paper to a person unless that
Officer is satisfied by inspecting that person's identity document or any
other document showing the person's name and photograph that he or she is the
person registered in the final register, whom he or she claims to be.
(2) A person is not to be prevented from voting only due to an omission or
inaccuracy of a particular required to be recorded in a final register, other
than-
(a) in the case of the first ordinary election, the omission of both the
person's name and identity document number from the copy of the part
of the final register supplied to the Presiding Officer; or
(b) in the case of any subsequent ordinary election, the omission of both
the person's name and identity document number from the final
register.
