UNITED NATIONS SANCTIONS (AFGHANISTAN) REGULATION - SECT 3A

Entry or transit by relevant persons

(1) Subject to subsection (3), a relevant person shall not enter or transit
through the HKSAR.

(2) A person who contravenes subsection (1) commits an offence and is liable
on summary conviction to a fine of $500000 and to imprisonment for 2 years.

(3) This section does not apply-

   (a)  so as to prohibit a person having the right of abode or the right to
        land in the HKSAR from entering the HKSAR;

   (b)  if entry or transit is necessary for the fulfilment of a judicial
        process; or

   (c)  if the Committee determines in a particular case that entry or transit
        is justified, to that case. (L.N. 134 of 2002)
