UNITED NATIONS SANCTIONS (ARMS EMBARGOES) REGULATION - SECT 4

Powers to demand evidence of destination which goods reach

Any exporter or any shipper of goods specified in Schedule 1 which have been
exported from the HKSAR shall, if so required by the Chief Executive, furnish
within such time as he may allow proof to his satisfaction that the goods have
reached-

   (a)  a destination to which they were authorized to be supplied or
        delivered by a licence granted under this Regulation; or

   (b)  a destination to which their supply or delivery was not prohibited by
        this Regulation, and, if he fails to do so, he shall be guilty of an
        offence and liable to a fine at level 6 unless he proves that he did
        not consent to or connive at the goods reaching any destination other
        than such a destination mentioned in paragraph (a) or (b).
