UNITED NATIONS SANCTIONS (DEMOCRATIC PEOPLE'S REPUBLIC OF KOREA) REGULATION - SECT 10

Exception to prohibition against entry or transit by certain persons

Section 9 shall not apply if—

   (a)  the Committee determines on a case-by-case basis that the relevant
        entry into or transit through the HKSAR is justified on the grounds of
        humanitarian need, including religious obligations; or

   (b)  the Committee concludes that the relevant entry into or transit
        through the HKSAR would otherwise further the objectives of Resolution
        1718.
