Exercise of Registrar's discretionary powers

Hearings

Before exercising adversely to any party in a proceeding before him any
discretion vested in him by the Ordinance or these Rules, the Registrar shall
give that party at least 10 days' notice of the time when he may be heard
unless the party consents to a shorter notice.
