AIRPORT AUTHORITY (AUTOMATED PEOPLE MOVER) (SAFETY) REGULATION - SCHEDULE SCHEDULE
[section 5]
PART I
ACCIDENTS OR OCCURRENCES DIRECTLY AFFECTING PERSONS
1. Any accident or occurrence in which a person-
(a) falls off a platform onto the track;
(b) crosses a track;
(c) falls out of a train when the train is departing or has departed from
a platform or is not fully parked at a platform;
(d) falls between a train and a platform when the train is static;
(e) comes into contact with live electrical equipment in a public area, in
a tunnel or in a train;
(f) suffers injury caused by the opening or closing of train doors or
platform screen doors;
(g) is struck by a train or maintenance vehicle on the track of an
automated people mover;
(h) suffers injury, which is reported to the Authority, as a result of the
operation of the automated people mover; or
(i) suffers injury, which is reported to the Authority, as a result of any
action of an employee of the Authority, or of any action of a
contractor or subcontractor of the Authority or its employee.
PART II
ACCIDENTS OR OCCURRENCES AFFECTING OPERATIONS AND SAFETY
1. Any train collides with, or strikes against, another train or any other
object. 2. Any train disengages from guide rails. 3. Any train passes a signal
at danger or enters a wrong track without authorization. 4. Any accidental
division of a train. 5. Any failure of an axle, wheel or tyre. 6. Any fire. 7.
Any severe electric arcing or fusing which causes a fire alarm to be activated
automatically or by passengers or by staff. 8. Any electrical leakage which
causes or could cause electric shock to a person. 9. Any structural failure of
either the guide rail or concrete plinth. 10. Any opening of train doors on
the side opposite to the platform or non-closure of train doors when the train
in passenger service is in motion. 11. Any failure of a tunnel, a building, a
structure or a fixture or any part of the above which endangers or could
endanger the safe operation of the automated people mover. 12. Any flooding or
obstruction of any part of the track which endangers or could endanger the
safe operation of the automated people mover. 13. Any failure of the
signaling system which endangers or could endanger the safe operation of the
automated people mover. 14. Any failure of the electrical supply or traction
power supply system which endangers or could endanger the safe operation of
the automated peope mover. 15. Any failure of the train control system, train
door control system or platform screen door control system which endangers or
could endanger the safe operation of the automated people mover. 16. Any
failure of other plant and equipment which endangers or could endanger the
safe operation of the automated people mover. 17. Any suspension of service in
any station platform during normal passenger service hours.
