(2) Subject to section 5, where a fee specified in the Schedule is payable in respect of any other matter, the Commission may refuse to deal with the matter until the fee is paid. (3) Where any fee is not paid in accordance with this Part, it may be recovered by the Commission as a debt due from the person by whom the fee is payable.
