AIR TRANSPORT (LICENSING OF AIR SERVICES) REGULATIONS - REGULATION 29

When provisional licences are deemed to be licences

Any references to a licence in regulation 5(2) and (3), regulations 19, 26, 27
and 30 shall be construed as including references to a provisional  licence.
