Power of returning officer to delegate

A returning officer may perform any act which he is required or authorized to
perform under this Regulation, other than-

   (a)  the countermanding of an election or by-election;

   (b)  a determination as to the validity or otherwise of a nomination paper;

   (c)  a decision regarding a ballot paper; and

   (d)  the declaration of the result of an election, through an assistant
        returning officer for the constituency for which he is appointed under
        section 23 of the Legislative Council (Electoral 
        Provisions) Ordinance ( Cap. 381). (Enacted 1995)
