BOUNDARY AND ELECTION COMMISSION (ELECTORAL PROCEDURE) (FUNCTIONAL CONSTITUENCIES AND ELECTION COMMITTEE CONSTITUENCY) REGULATION - SECT 17
Authorization of persons to incur election expenses on behalf of a candidate

(1) A person who is a candidate within the meaning of section 2 (3)(a) may,
in accordance with this section, authorize one or more persons, each of whom
has attained the age of 18 years, to incur election expenses on his behalf for
an election or by-election.
(2) An authorization for the purposes of subsection (1) shall-
(a) be in writing and state the identity card number, name and address of
the person authorized;
(b) be signed by the candidate and the person authorized;
(c) specify the maximum amount that the authorized person may incur as
election expenses; and
(d) be in the specified form.
(3) Where an authorization under subsection (1) is given-
(a) on or after the commencement of the nomination period, the candidate
shall serve a copy thereof on the returning officer to be received by
him within 3 working days after it is given; and
(b) before the commencement of the nomination period by a person who after
the commencement of the nomination period becomes a candidate in
respect of that election or by-election, he shall serve a copy thereof
on the returning officer within 3 working days after he submits the
nomination paper, whether or not the authorization has been revoked.
(4) A person who revokes an authorization under this section shall give notice
of such revocation forthwith to the returning officer, in writing.
(5) Where a person has before the commencement of this Regulation authorized
another person to incur election expenses on his behalf in respect of an
election or by-election to be held in the year 1995 and in respect of which he
has submitted a nomination paper, he shall serve on the returning officer a
copy of the authorization within 3 working days after he submits the
nomination paper, whether or not the authorization has been revoked.
(6) A person who is required under subsection (5) to serve a copy of an
authorization shall, at the same time as he serves such copy inform the
returning officer in writing of-
(a) the identity card number, name and address of the person authorized;
and
(b) the amount such person is authorized to incur as election expenses on
his behalf,
(unless that information is contained in the authorization) and the amount so
incurred as election expenses up to the time of such submission. (Enacted
