(1)	During the period from 7 p.m. on 31 December 1999 to 2 a.m. on 
1 January 2000, sections 4, 5 and 13 of the Ordinance shall not apply in 
relation to any noise made in the course of any activity which is a part 
of an event-

        (a)	the name of which is specified in column 2 of the Schedule; and

        (b)	which is held at the place specified in column 3 of that 
Schedule.

(2)	Sections 4 and 5 of the Ordinance shall not apply in relation 
to any noise made in the course of any permitted activity performed-

        (a)	(i)	in the period of 3 minutes beginning on 0000 hours 
on 1 January 2000; and

        (ii)	by any person who bona fide believes that he is, by performing 
the activity, participating in the event named "The City of Light and 
Sound Programme"; or

        (b)	by any person who-

        (i)	bona fide believes that he is, by performing the activity, 
participating in the event named "The City of Light and Sound Programme"; 
and

        (ii)	reasonably believes that the activity is performed in the 
period of 3 minutes beginning on 0000 hours on 1 January 2000.

(3)	The event named "Millennium Extravaganza" (龍騰燈耀慶千禧) specified 
in item 1 of the Schedule means the function comprising horse races, 
concert, official countdown, lantern exhibition, dragon dance, food 
bazaar, firework display, lucky draw and similar activities organized to 
celebrate the beginning of the new millennium.

(4)	In subsection (2), "permitted activity" (許可活動) means-

        (a)	the ringing of bells and beating of drums in temples, churches 
and other religious establishment;

        (b)	the sounding of horns of vehicles and ferries; and

        (c)	similar activities.
