Construction of fuel tank

Every motor vehicle shall be so constructed that-

   (a)  any fuel tank fixed on the vehicle is in such a position that it is
        reasonably secure against its being damaged; and

   (b)  the leakage of any liquid or vapour from such fuel tank is adequately
        prevented: Provided however that nothing in this sub-paragraph shall
        preclude any fuel tank being fitted with a device which by the intake
        of air or the emission of vapour relieves changes in pressure in the
        tank.
