For the purposes of any election held on or after 4 January 1991, the 
number of vacancies for members in each constituency declared in the 
Declaration of Constituencies (Regional Council) Order (Cap. 367 sub. 
leg.) and named in the third column of the Schedule is declared to be the 
number specified opposite to that constituency in the fourth column 
thereof.
