SHIPPING AND PORT CONTROL (WORKS) REGULATION - SECT 62
Employment of signallers
(1) Where any cargo is being loaded or unloaded by a fall at a hatchway of a
vessel, the person in charge of works shall employ a signaller to attend the
fall, and where more than one fall is being worked at the hatchway, he shall
employ a separate signaller to attend each fall.
(2) For the purposes of this section, a person is not eligible to be employed
as a signaller unless he—
(a) has attained the age of 18 years; and
(b) is competent and reliable.
(3) A person who contravenes subsection (1) commits an offence and is liable
on conviction to a fine at level 3.
(4) This section does not apply in cases where a barge, lighter or other
similar vessel is being loaded or unloaded, if the operator of the lifting
appliance working the fall has a clear and unrestricted view of both of the
holds where work is being carried out.
