SHIPPING AND PORT CONTROL (WORKS) REGULATION - SECT 59

Provision of staging

(1) When cargo handling work is proceeding on any skeleton deck of a vessel,
adequate staging shall be provided unless the space beneath the deck is filled
with cargo to within a distance of 600 mm of such deck.

(2) If there is a contravention of subsection (1)—

   (a)  the person in charge of works commits an offence; and

   (b)  if a person employed is involved in the work, both the person in
        charge of works and the employer commit an offence.

(3) A person in charge of works or an employer who commits an offence under
subsection (2) is liable on conviction to a fine at level 3.
