SHIPPING AND PORT CONTROL REGULATIONS - REGULATION 12A
Observation report
The master of a vessel within the waters of Hong Kong shall-
(a) if he observes any circumstances adversely affecting, or likely to
adversely affect, any other vessel or aid to navigation within those
waters; or
(b) if he becomes aware of the existence within those waters of any
conditions concerning-
(i) danger to navigation;
(ii) adverse weather;
(iii) reduced visibility;
(iv) serious pollution; or
(v) other adverse phenomenon, report those circumstances or
conditions, as the case may be, to the vessel traffic centre on
the VHF channel appropriate to the VHF sector in which the
vessel is presently located in those waters. (L.N. 408 of 1994)
