AIR POLLUTION CONTROL (VOLATILE ORGANIC COMPOUNDS) REGULATION - SECT 21

Exemption by the Authority

(1) The Authority may exempt in writing any regulated product from all or any
of the provisions of this Regulation if he considers that—

   (a)  the regulated product is irreplaceable in serving a vital public
        health or security function;

   (b)  the exemption would be in the public interest; or

   (c)  the regulated product is manufactured or imported as a trade sample
        and is not intended for sale in Hong Kong.

(2) The Authority may impose any conditions on an exemption under subsection
(1).
