Compliance with more stringent standards

Notwithstanding the provisions of regulations 4A, 7, 7B, 7C, 7D and 14, if the
Authority is of the opinion that the emission from a particular motor  vehicle
to which those regulations apply conforms to standards as stringent as, or
more stringent than, the standards referred to in those regulations and
applicable to it, then for the purposes of those regulations, such vehicle
shall be taken as conforming to the standards so referred to and so
