Discharge of firework

(1) Save as provided in paragraph (3), no person shall discharge or cause to
be discharged any firework except under and in accordance with permit granted
by the Authority.

(2) Every such permit shall be granted subject-

   (a)  to payment of the appropriate fee prescribed in regulation 183; and

   (b)  to such conditions or restrictions as the Authority may specify in the
        permit.

(3) Notwithstanding the provision of paragraph (2), the Authority may in his
discretion grant, by notice published in the Gazette and subject to such
conditions or restrictions as he may specify in the notice, a general
permission for the discharge of fireworks by the public or by any specified
class thereof.
