TRAINING CENTRES REGULATIONS - REGULATION 16
Classification
The Commissioner shall classify all inmates, having regard to their character,
previous history and other relevant circumstances and shall arrange for each
inmate to receive his training at the training centre which is, in the opinion
of the Commissioner, most suitable.
