For the purpose of the formulae at sections 1 and 2- (a) "CPI" is the inflation rate for the year preceding the first revision of the complete year in which the proposed revision takes place, as calculated according to the formula- Sigma i CPI(A)i Sigma j CPI(A)j (---------------) - (---------------) 12 12 CPI = ------------------------------------- x 100% Sigma j CPI(A)j (---------------) 12 where- (i) "CPI(A)i" is the published monthly Consumer Price Index (A) value for each of the 12 months of the period ending with the value last published immediately preceding the date on which the first revision of the complete year in which the proposed revision takes place was proposed; (ii) "CPI(A)j" is the published monthly Consumer Price Index (A) value for each of the 12 months of the period immediately preceding the period referred to in subparagraph (i); (b) "Pi" is the average price specified in relation to service "i" during the 12 months immediately preceding the first revision of the complete year in which the proposed revision takes place; (c) "Delta Pi" is the difference between Pi and the charge for service "i" after the implementation of the proposed revision; (d) "Ri" is the annual revenue of the company in respect of service "i" as shown in the latest audited financial statements of the company; (e) "Z" represents the amount, if any, by which the actual increase in charges during the previous complete year falls short of the maximum increase in charges allowable under the formula for that year, as calculated according to the formula- Delta Pi' Sigma Ri' (CPI' - 4% + Z') - Sigma (Ri' x ---------) Pi' Z = ---------------------------------------------------- x 100% Sigma Ri' where- (i) "CPI'" is the inflation rate for the year preceding the first revision of the previous complete year, as calculated according to the formula in paragraph (a) in the previous complete year; (ii) "Pi'" is the average price specified in relation to service "i" during the period of 12 months preceding the period to which Pi refers; (iii) "Delta Pi'" is the difference between Pi and Pi'; (iv) "Ri'" is the annual revenue of the company in respect of service "i" as shown in the audited financial statements of the company used to calculate the maximum allowable increase in charges during the previous complete year; (v) "Z'" represents the amount, if any, by which the actual increase in charges during the year preceding the previous complete year falls short of the maximum increase in charges allowable under the formula for that year, as calculated according to the formula in paragraph (e) in the previous complete year. 4. In this Schedule- "complete year" (整個年度) means any period of 12 calendar months beginning on 1 August of one year and ending on 31 July of the following calendar year; "Consumer Price Index (A)" (甲類消費物價指數) means the index of that name compiled by the Commissioner for Census and Statistics.
