PRISON RULES - RULE 28 

Blankets

Every prisoner shall be provided with-

   (a)  blankets adequate for warmth and health in accordance with a scale
        approved by the Commissioner;

   (b)  additional blankets in special circumstances on the recommendation of
        the Medical Officer.
