MENTAL HEALTH REVIEW TRIBUNAL RULES - RULE 5
Preliminary and incidental matters
As regards matters preliminary or incidental to an application, the chairman
may, at any time up to the hearing of an application by the tribunal, exercise
the powers of the tribunal under rules 4, 7, 9, 11, 12, 14, 18, 25 and 27.
