LICENSING APPEALS BOARD RULES - SECT 13

Absence from hearing

If a party to an appeal fails to attend the hearing of the appeal either in
person or by his authorized representative on the date and at the time fixed,
the Board may-

   (a)  if it is satisfied that his failure to appear is due to reasonable
        cause, adjourn the hearing to a date and time as it thinks fit; or

   (b)  proceed to hear the appeal in his absence.
