A customer of a licensee holding a fixed telecommunications network 
services licence issued under the Ordinance shall not be required to hold 
a licence under section 8(1) of the Ordinance to establish, maintain, 
possess or use telecommunications equipment connected to the fixed 
telecommunications network services if-  (36 of 2000 s. 28) 

        (a)	the customer does not use the equipment to operate a public 
telecommunications service; and 

        (b)	the telecommunications equipment is not a radiocommunications 
apparatus.
