POST OFFICE ORDINANCE - SECT 10
Postal packets which cannot be dispatched or delivered
It shall be lawful for any officer of the Post Office to open-
(a) any postal packet upon which the prepayment of postage is compulsory
and upon which the proper postage has not been paid; and
(b) any postal packet which is returned to the Post Office for want of a
proper address or from inability to find the person to whom it is
addressed or because the addressee refuses to accept it, or which in
the opinion of the Postmaster General cannot for any other reason be
delivered.
