Director may waive upper limit of means test

Due to technical constraints, section 5AA of this Ordinance is placed after
section 5A in the BLIS system. The correct sequence of the sections should be
"5AA, 5A". The Director may waive the limit of financial resources imposed
under section 5(1) where the Director is satisfied that, having regard to the
matters set out in section 10(3), a person would be granted a legal aid 
certificate in proceedings in which a breach of the Hong Kong Bill of 
Rights Ordinance ( Cap 383) or an inconsistency with the International
Covenant on Civil and Political Rights as applied to Hong Kong is an issue.
