CHINESE MEDICINE ORDINANCE - SECT 48

Transaction of business by circulation of papers

Subject to any standing orders made under section 49(a), the Council, a board
or committee may transact any of its business by circulation of papers, and a
resolution in writing which is signed by all the members of the Council, board
or committee for the time being present in Hong Kong

(being not less than the number required to constitute a majority of the
Council, board or committee, as the case may be,) shall be as valid and
effectual as if it had been passed at a meeting by the votes of the members so
signing.
