DISTRICT COUNCILS ORDINANCE - SECT 71
District Council may appoint committees
(1) For the purpose of carrying out its functions, a District Council may
appoint committees in accordance with this section.
(2) A District Council may appoint to a committee any person who is not a
member if the person satisfies the qualifications set out in section 20 (1).
(3) A committee of a District Council is to elect a member of the committee
who is also a member of that Council, as the chairman of the committee.
(4) A member appointed under subsection (2) may vote at a meeting of the
committee and is to be counted for the purpose of constituting a quorum.
(5) A District Council may delegate any of its functions to a committee.
