DISTRICT COUNCILS ORDINANCE - SECT 12

Who may be appointed to a District Council

A person is eligible for appointment as a member of a District Council only if
the person-

   (a)  has reached 21 years of age; and

   (b)  is an elector; and

   (c)  is not disqualified from voting at an election; and

   (d)  is not disqualified from being an appointed member by virtue of
        section 14 or any other law; and

   (e)  has ordinarily resided in Hong Kong for the 3 years immediately
        preceding the appointment.
