ADMINISTRATIVE APPEALS BOARD ORDINANCE - SECT 23
Questions to be decided by majority
Every question before the Board, except a question of law, shall be determined
by the opinions of the majority of members hearing the appeal. Questions of
law shall be determined by the Chairman. (Enacted 1994)
