TRAVEL AGENTS ORDINANCE - SECT 21
Registrar may conduct investigation
Where the Registrar suspects that the business of a licensee as a travel
agent is being carried on contrary to the public interest (whether an
allegation has been made against the licensee or not) he may conduct such
investigation as he considers necessary in respect of that business.
