INTERPRETATION AND GENERAL CLAUSES ORDINANCE - SECT 25
Repeal and substitution
Where any Ordinance repeals in whole or in part any other Ordinance and
substitutes other provisions therefor, the repealed Ordinance shall remain in
force until the substituted provisions come into operation.
